Labour Commissioner Holds Key Meeting With Railway Board on New Labour Codes Implementation
Chief Labour Commissioner Sonal Mishra chaired a key meeting with Railway Board officials on November 3 in New Delhi, focusing on Labour Codes 2020, contract workers, digital compliance systems and coordination challenges.
Under the Ministry of Labour and Employment, the Office of the Chief Labour Commissioner (Central) has been conducting separate meetings with various ministries, departments and Central Public Sector Undertakings. The latest meeting was part of this initiative, aimed at ensuring the effective implementation of the Labour Codes, promoting compliance and strengthening institutional coordination.
Executive Director of Labour Laws Vinita Verma attended the meeting on behalf of the Railway Board along with her team. Representatives of the Centre for Railway Information Systems (CRIS) participated virtually. Senior officials from the Office of the Chief Labour Commissioner (Central), along with representatives of the National Informatics Centre (NIC) and the Ministry of Labour and Employment, also joined the meeting online.
During the discussions, the Office of the Chief Labour Commissioner presented an overview of the Labour Codes and highlighted key provisions relevant to Indian Railways. The presentation covered labour compliance requirements, issues concerning contract workers, registration and licensing requirements, and the use of digital platforms.
Suggestions were also put forward to upgrade the Shramik Kalyan Portal in line with the new Labour Codes. The presentation further highlighted the role of the Chief Labour Commissioner Organisation in simplifying compliance requirements and ensuring ease of doing business.
Vinita Verma provided details about the organisational structure of Indian Railways, its workforce strength and deployment, engagement of contract workers, and the geographical and operational spread of railway establishments and projects. She also outlined the existing mechanisms for labour law compliance and shared good practices being followed by Indian Railways.
Digital Compliance Systems and Operational Challenges Discussed
The meeting placed particular emphasis on understanding the existing digital compliance systems of Indian Railways and exploring ways to align them with the Shram Suvidha Portal and Samadhan Portal.
Participants also discussed issues specific to the railway sector and operational challenges that may arise while implementing the Labour Codes across different regions. The discussions focused on understanding the requirements of the sector and identifying ways to ensure smoother coordination between the concerned organisations.
The meeting aimed to strengthen coordination between the Office of the Chief Labour Commissioner (Central) and Indian Railways, develop a better understanding of sector-specific requirements and establish coordinated working arrangements among field-level officials of both organisations.
The Office of the Chief Labour Commissioner (Central) is organising such structured meetings with ministries, departments and organisations to raise awareness about all four Labour Codes, facilitate compliance, strengthen digital systems and ensure their smooth and effective implementation.
